WordPress.com is a commercial service that provides WordPress hosting and handles maintaining your site’s security and updates. You can create a WordPress site for free but some features that are typically available with WordPress are restricted. If you upgrade to their Business level plan, you can install third-party templates as well as free or commercial plugins.
